Players can obtain Paper by:
- buying it on the Trading Market
- producing it in a Company
Producing 1× Paper in a company consumes 1 Production Point and 1× Wood.
¶ Uses
Paper is the primary resource used for political actions. Players can use Paper to:
- enact Laws
- create and modify Battle Orders
- propose Party motions
- pay Alliance and Diplomacy maintenance
- pay the transfer tax when sending money to another country
Most Paper costs scale with a country's Average Development.
