A country is a group of players of the same in-game nationality which can collectively own Regions. There are currently 180 countries in the game. Countries have their own inventories (accounts), diplomacy, governments and more.
Since the world map is split into regions, all countries start out with their “core regions” – these are the regions that are under the respective country's sovereignty in the real world.
Countries can conquer and occupy other countries' region by declaring War, attacking (opening a Battle) and winning.
Regions which contain Strategic Resources contribute to a country's Production Bonus.
Each country has a government, comprised of:
The government of a country can propose and vote on Laws applicable in that country, like taxes, diplomacy, or can impeach other members of government.
If a country lacks government (i.e. all members of government are inactive or banned), any player can take control of that country and self-declare their presidency (doing so in order to abuse this game mechanic in the advantage of another country will result in a game ban). Players cannot take control of other countries if they are part of a country's government; they must first resign from any official function they have in a state.
Countries have their own accounts, which means they can own Coins and Items.
A country collects Coins through Tax Laws. They can spend those Coins to enact Laws, maintain Buildings, buy other countries' regions, and more.
A country can pass diplomacy laws to declare:
Countries which are allied will receive a +10% damage bonus when fighting for each other. Each alliance costs 1 Coin per day.
Declaring war to another country will allow the two countries to attack each other's regions. Being at war with another country does not have a per-day price.
Countries will get a +10% damage bonus when fighting against their Sworn Enemy. Having a Sworn Enemy costs 3 Coins per day.
All users will get assigned to a Random citizenship when they join the game. They can get another country's citizenship by using the onboarding menu, or by submitting a citizenship application on that country's profile. Citizenship applications can be approved or denied by a country's government
If a citizenship application is approved, the user in question will automatically give up their former citizenship in favour of their newer one.
A player cannot change citizenship if they are part of a country's government; they must first resign from any official title
Every country starts with an initial amount of Development based on its active population and their average level
The initial development is calculated using the following formula:
initialDevelopment = ((active citizens × average level) / 20)^0.95
For example, if Country X has 100 active citizens with an average level of 25:
((100 × 25) / 20)^0.95
= (125)^0.95
= 98.3
Country X would therefore start with approximately 98.3 Development
Countries use Paper for various country-related actions, including alliance maintenance, battle orders & defensive pacts
The Paper cost is calculated using the country's Average Development:
Paper Cost = floor(Average Development ÷ 10) × 10
For example, with 404.2 Average Development:
floor(404.2 ÷ 10) × 10 = 400 Paper
If you have Fanatic Pacifist ethics, you cannot have a Sworn Enemy, so this Paper cost does not apply
The Paper cost is calculated using the country's Average Development:
Paper cost per pact = floor(Average Development ÷ 10) × 5
For example, with 404.2 Average Development:
floor(404.2 ÷ 10) × 5 = 200 Paper per pact
Ethics affecting paper cost
If you have Fanatic Diplomatic ethics, Defensive Pact maintenance costs 50% less Paper
If you have Fanatic Isolationist ethics, treaty maintenance costs are increased by 50%
If you have Unethical ethics, you cannot have Defensive Pacts
Alliance maintenance is calculated daily using the country's Average Development and the average Development of its alliance members:
floor(100% x Average Development + 50% x Average Member Development) = Daily Maintenance
Ethics affecting paper cost
If you have Fanatic Isolationist ethics, alliance maintenance costs are increased by 50%
If you have Unethical ethics, you cannot be in an alliance
Battle Order Paper costs are based on the number of active citizens:
| Order Priority | Base Paper Cost | Damage Bonus |
|---|---|---|
| Low | 5 | +5% |
| Medium | 10 | +10% |
| High | 20 | +15% |
Paper Cost = Base Cost × max(1, floor(active citizens ÷ 5))
For example, with a 20 Paper base cost and 15 active citizens:
20 × max(1, floor(15 ÷ 5)) = 60 Paper
Ethics affecting paper cost
If you have Fanatic Diplomatic ethics, Battle Orders supporting a Defensive Pact partner cost 50% less Paper
If you have Fanatic Isolationist ethics, Battle Orders against your Sworn Enemy cost 50% less Paper
If you have Fanatic Pacifist ethics, Battle Orders defending Core Regions and Revolts cost 0 Paper
If you have Unethical ethics, Battle Orders cost double Paper
